PLASTICS AND ENVIRONMENT
Belgian plastics producers, coastal communities and NGOs sign resolution involving plastics waste Management on land and sea
As part of KIMO (Esbjerg / Denmark; www.kimointernational.org), a grouping of coastal municipalities, the plastics industry, environmental and other non-governmental organisations (NGOs), the Belgian plastics and rubber industry association Federplast (Brussels; www.federplast.be) has signed a resolution calling for more responsible handling of plastics waste on land and on sea.

The move is in line with a drive by the federation of European plastics producers’ association PlasticsEurope (Brussels / Belgium; www.plasticseurope.org) to combat marine litter and at the same uphold the pledge to the EU of “Zero Plastics Waste to Landfill” by 2020 – see Plasteurope.com of 12.03.2013. KIMO, with over 100 members representing 150 communities and 6 million people in 12 European countries, has also prepared a position paper, “Stop the dumping of plastics,” to help local authorities cope with the waste problem. According to recent estimates, about half of marine litter originates on land. IMO was founded more than two decades ago to protect, preserve andenhance northern Europe's marine Environment.

The parties to the scheme have called on policymakers at all levels to completely recover and recycle non-biodegradable post-consumer plastics waste by 2035 as well as ban non-degradable plastics particles in consumer products. To complement “scientific research and monitoring to map the ecological, economic and social impact of plastics pollution,” they are asking the EU to establish and maintain a general ban on waste disposal at sea by tightening the European Port Reception directive (2000/59/EC) and Annex V-MARPOL 73/78 as well as introducing shipper’s liability for a loss of cargo.
